PAHAYAG NG PEOPLE'S CRUSADE FOR PAMPANGA

Na ang ganitong magandang kalakaran ang magtitiyak na ang Quarrying bilang pangunahing source ng ating local na ekonomiya ay napapaunlad pa upang lubos na mapakinabangan ng buong mamamayan ng Pampanga;

STATEMENT OF PROTEST AGAINST THE ATTTACK ON GOV. PANLILIO'S OFFICE

STATEMENT OF PROTEST AGAINST THE ATTACK ON GOV. ED PANLILIO'S OFFICE AND SUPPORT FOR THE GOVERNOR AND HIS LEADERSHIP

STATEMENT OF PROTEST AGAINST THE ATTACK ON GOV. ED PANLILIO'S OFFICE AND SUPPORT FOR THE GOVERNOR AND HIS LEADERSHIP

We denounce in the strongest possible terms, the brazen and unlawful actions of the rallyists who attacked the office of the Governor of Pampanga and the policemen involved in the beating of Hon. Ed Panlilio's nephews on January 5, 2009.

The rallyists grossly disrespected and threatened the authority and person of the Office of the Provincial Governor and cast fear and anxiety on the people and employees at the Provincial Capitol who had been unnecessarily subjected to such a menacing act.

We also condemn in the same strong terms the Pampanga Provincial Command for its inaction and dereliction of duty during and after the attack. We support unequivocally Gov. Ed Panlilio's petition to relieve the officers, Col. Keith Singian and Col. Medina of their post and investigate their failure to come to the Governor's rescue during the attack and their apparent inaction on the repeated calls by the Governor to arrest the perpetrators after the incident.

We protest the lack of response from the Office of the President on this display of mob mentality by a politically motivated group. It's a crime that should not be taken lightly or go unpunished to avoid setting a bad precedent. President Arroyo should implement strong measures against the rallyists, the police force and the Sangguniang Panlalawigan on an apparent politically motivated collusion and intimidation perpetrated against the Honorable Governor Ed Panlilio.

We will not rest until we see that the erring parties mentioned are punished.

Gov. Panlilio's Formal Statement on Jan. 5 Incident at the Provincial Capitol

Yesterday, at about 9:30 in the morning, several rallyists composed of former provincial checkers and members of Pampanga truckers with their drivers and helpers barged into the provincial capitol and proceeded to the second floor kicking door attempting to enter my office. The door was forced open. The rallyists retreated upon noting that my security officers were ready to engage them in combat and protect me from any imminent danger.

Undaunted, the rallyists proceeded to the office of the provincial administrator and likewise attempted to barge into her office knowing fully well that there are no security officers who would protect her. Fortunately enough, her staff immediately locked the doors when they heard the rallyists going up the second floor lobby.

After some minutes, the rallyists went down, leaving the employees shaken by the incident. This is the provincial capitol. The seat of power in the province. And yet, the Sangguniang Panlalawigan did not see fit to protect us but opened the door for these incidents to happen by unceremoniously and illegally declaring the Macario Arnedo as a freedom park.

Not satisfied, at about 11:30 yesterday, the rallyists repeatedly hit and attacked my two nephews who are here in the country for a vacation. They are here at the capitol to see me. Their infraction: my nephews attempted to tear down the offensive streamers put up by the former checkers. The very same streamers for which i filed charges against these rallyists. The very same streamers fow which I have instructed Col. Singian to put down, if not arrest the rallyists for violating the law. At the time my nephews were being beaten, some policemen are just stone's throw away.

For several months now, we have endured the daily insults thrown at us by these rallyists. Malicious, offensive streamers hung around the park and their trucks carrying libelous, suggestive pictures of me and Atty. Dabu were roving the province.

What happened yesterday merely accentuated the marked incompetence of our police force. For several months now, I have been asking Col. Singian to arrest the rallyists. Yesterday morning, I have asked Col. Singian to effect the arrest against the rallyists who attempted to harm me. Since they were not immediately arrested, two of those rallyists hit my nephews. I again asked Col. Singian to arrest them. Col. Singian and his men dilly-dallied till the period to arrest had lapsed. Till this morning nothing happened. No arrest was made and none will be made.

And so today, I appear before you to express my condemnation to these acts.

To the rallyists, who did not follow the rule of law. They held the rally without permit and even barged into the provincial capitol attempting to harm me. This attack is not merely an attack to me as a person but an attack to the very office I now hold, the office of the Governor, an attack to the people of Pampanga. To the Sanggunian Panlalawigan, who violated both law and wisdom in declaring the Macario Arnedo park as freedom park. To the police officers in this province, whose ineptitude and incompetence put me and the lives of others in danger.

For more than 18 months now, I have been asking the President no less to replace Col. Keith Singian to no avail. Today, I am raising again my voice calling the PNP leadership, the DILG Secretary, and the President for the relief of Col. Singian, Col. Medina, the Chief of Police of the City of San Fernando, and their men for gross dereliction of duty and incompetence. And so, today, I am personally filing my petition for their relief to the office of the DILG Secretary, the Chief PNP and the NAPOLCOM.

Lastly, I am appealing to our well-meaning kabalens to open their eyes and be involved. These despicable acts are not merely due to the ineptitude of the police officers, the lack of wisdom of the Sangguniang Panlalawigan, the disrespect of authority and law of the rallyists. Theses loathsome acts are orchestrated by people who from day one do not wish me to stay a single day longer as Governor of this province. Their recount and recall move had failed. Their last resort is to discredit me, to malign me in public, to humiliate me, to intimidate me and to make it appear that I am not fit to govern.

Should it take young, idealistic men who saw evil of those posters and streamers to make us realize that we have been lethargic in fighting the evil around us? We love this province. Should we remain silent and indifferent by what is happening around us? Please remember, evil triumphs when good men do nothing.

Dinner Banquet for Good & Godly Governance

City of San Fernando, Pampanga - October 27, 2008, at around 5:30 pm, J.I.L Pampanga hosted a simple Dinner Banquet for Good & Godly Governance & Responsible Citizenry at the Party Land Restaurant, Dolores, City of San Fernando, Pampanga.

Chapters of J.I.L Pampanga, PCMC headed by Pastor Joy Pongco, K.P.D, Concern, Vice Mayor Norman Lacson of Magalang, Vice Mayor of Florida Blanca, councilors from several municipalities, siblings of Gov. Ed Panlilio, Kasaup municipal coordinators and Bishop Eddie C. Villanueva attended the said banquet.

The program started by recognition of visitors followed by a simple dinner, short messages from guests and an open forum wherein Bro. Eddie Villanueva and Among Ed Panlilio will answer questions.

In Bishop Eddie Villanueva's message, he stated that Good and Godly Governance and Responsible Citizenry can only be acquired if Jesus and his words are present.

He also clarified the circulating gossips of the possibility of him runnning for the presidency in 2010. Villanueva said that for now it is not one of his priorities but if it is the will of God, he will follow.

But incase Gov. Ed Panlilio runs for higher office, he will give his whole support to him. Good visionary leaders are hard to find these days, he added.

Gov. Ed's battle is a fight between good and evil, that's why im wondering why some religious leaders are not supporting him, Villanueva said.

The occasion ended with the blessing of Among Ed Panlilio by bishop Eddie Villanueva and prayers for the continous progress of Pampanga.

PB okays P5.7-M budget

By Ian Ocampo Flora

CITY OF SAN FERNANDO -- The Provincial Board (PB) approved Tuesday P5.7-million supplemental budget for the maintenance and other operating expenditures of the Governor's Office.

The approved amount is about P8-million short of the original P13 million requested by Governor Eddie Panlilio.

The P5.7-million approved supplemental budget include "gasoline and lubricant" allotment.

To recall, Panlilio resorted to riding jeepneys and tricycles to and from work about two months ago after his office's fuel fund was depleted as a result of subsidizing the maintenance and operating expenses of the Biyaya a Luluguran at Sisikapan (Balas) task force and three other agencies attached to the Office of the Governor.

Vice Governor Joseller Guiao said that while Panlilio "has not fully justified" his request for supplemental budget, the PB found it "necessary" and "with a sense of urgency" to approve a portion of the requested amount.

"The P5.7 is just enough for the operation of the Governor's Office for three months before the year ends," Guaio said.

He added: "Despite the failure of the Governor's representatives to justify the entire supplemental budget, we are approving a portion of the proposed Supplemental Budget."

Guiao advised Panlilio to read the minutes of the PB hearings to be able to meet the justification needed by the PB.

The PB also discussed the Annual Development and Investment Plans for 2008.

However, before the proposed appropriations are approved, the PB is requiring Panlilio to "fully justify" and "provide detailed program of work" on how the budgets would be utilized.

Panlilio said he will be meeting with his team regarding the recent development.

The governor also said he might make another request to the PB for supplemental budget.

"We will see if the funds approve will meet our office requirements. I will be meeting with my team to discuss the issue," Panlilio said, adding that he will look into the requirements being asked by the PB.

The budget for the salaries of the active Balas members was deferred. PB members want leaders of the quarry task force to "justify" their budgetary request.

Adopt-a-scholar' program launched

By Ian Ocampo Flora

CITY OF SAN FERNANDO -- While the Provincial Board (PB) is yet to act on the P20-million supplemental budget for the educational assistance to more than 2,900 scholars, Governor Eddie Panlilio, along with civil society group leaders, has launched Monday a scholarship funding drive to ensure the continuity of the provincial scholarship program.

Panlilio, who led the formal launching at the Executive House here, urged well-to-do Kapampangans to support the Adopt-A-Scholar program. He said they are launching the program while the PB deliberates on the budget for the scholars.

The governor lamented that while the PB is constantly asking for "justification" of the requested budget, the scholars of the province would have to carry the burden of paying for their tuition fees or the possibility of not being able to attend schooling.

"I don't know what the justification for this is because we've already given the requirements they asked for," Panlilio said.

He requested for a P30-million budget to provide educational assistance to the 2,900 scholars of the province.

At present, the province maintains three kinds of scholars. These are the valedictorian graduates from public schools who receive P10,000 each semester; presidents of the Provincial Youth Associations who receive P7,000; and indigent scholars each receiving P5,000 per semester.

The said fund for the scholarship program was included in the 2008 Annual Budget, which was not funded by the PB, according to Panlilio.

Panlilio has found an ally among some civil society groups like the Kasaup and other non-government organizations who donated P25,000 during the initial launch.

Patrick Pantaleon of de La Salle and supporters of Panlilio from Ateneo said they have collected around P60,000 from donors and will snow-ball the donation drive among their friends and relatives.

Pantaleon said they are willing to support the priest-turned- governor despite the crisscrossing calls for the latter's resignation and even in the face of a recall petition.

"It is difficult to find a governor like him (Panlilio). That is why we from La Salle and Ateneo support him fully in all the projects that he does," Pantaleon said.

Priest hits Panlilio's detractors

By Jovi T. De Leon

CITY OF SAN FERNANDO -- Running priest Fr. Roberto Reyes has berated Vice Governor Joseller Guiao, members of the Provincial Board (PB), and MalacaƱang for their alleged attempts to bring the administration of Governor Eddie Panlilio to its knees.

Reyes even described the current political turmoil in the province as "new eruption" in the likes of the 1991 Mount Pinatubo explosion.

He said this would send the province back to its miserable state before the priest-turned- governor assumed the provincial executive's helm.

The fiery and outspoken Reyes visited the province last Friday to express his support for the governor and celebrate what he calls as "liturgy of the stone."

The stones that came from Mt. Pinatubo were blessed and later on placed by participants and Panlilio in a "Kubol ng Pag-asa" poster lying at the Capitol's front steps.

Before he celebrated the short "liturgy," Reyes took a crack at Guiao, challenging him to take over as governor and "show that Pampanga is not corrupt and that he could rid the Capitol of all its evil."

He assailed MalacaƱang for keeping mum on the problems of the province. He also lashed back at the governor's detractors for their "dirty patronage politics."

Kasaup: 'We have not lost confidence in guv'

SAN LUIS -- A leader of the group Kasaup here said Monday that their group continues to support Pampanga Governor Eddie Panlilio and the Crusade for Good Governance despite the call of other sectors for him to resign because of "loss of confidence" and ineffectiveness in governing the province.

Panlilio is the subject of a recall petition initiated last month by the Kambilan Neng Memalen Pampanga (Kambilan) and now the object of a "resign" movement elevated by sacked members of protesting Biyaya A Luluguran At Sisikapan (Balas) boys in their month-long picket at the Arnedo Park of the Capitol.

But Arnel Manliclic Sr., a Kasaup municipal coordinator, decried "loss of confidence" as a motive of the recall petition and a reason for other civil society groups to withdraw their support for the Capitol executive, saying he and his group and many more "do not believe Panlilio has lost the confidence of his constituents. "

"Is this what they call 'loss of confidence'? The people in this rally today are farmers, out-of-school youth, businessmen and simply folk who still believe in the governor, good governance and the crusade. Why do they say there's loss of confidence?" Manliclic said.

About 500 placard-bearing members of Kasaup and supporters of Panlilio gathered Monday afternoon at the St. Aloysius Parish here for a prayer rally to denounce the recall move and air their support for Panlilio as well as affirm their allegiance to the principles of the Crusade.

Parish Priest Fr. Fernando David who led the group in praying, said "it was very good to see that the crusade for change and good governance is very well alive" amid the now complex political situation in the province.

The rally was otherwise peaceful, save for the complaints of some members that several barangay officials dissuaded them from joining the gathering by stopping their vehicles. But officials of the barangays identified by the rallyists, belied the allegations.

After a brief program, the group started its own "anti-recall" signature drive by distributing and signing forms that will counter the recall move. (JTD)

Manila bishop to Panlilio: Don't surender

09/06/2008 05:47 GMANews.TV

MANILA, Philippines - Embattled Pampanga Gov. Ed Panlilio got added words of encouragement Saturday from a senior Manila bishop, urging him not to quit as he needs to prove he deserves his mandate.

Manila bishop Teodoro Bacani Jr. said that while he does not approve of more priests entering politics, he can only pray for the success of Panlilio as governor.

"I do not pray that the tribe of priest-politicians should increase.Among, now Governor Ed, does not wish that either. But I wish and pray for thesuccess of Governor Ed as the governor of Pampanga. I hope that he effects suchchanges in the few years he has in office so that other future governors wouldnot be able to run the province in a corrupt and self-serving way. Governor Ed has at least shown that a corruption-free stewardship of the province is possible," he said in his newspaper column in Manila Standard Today.

He said Panlilio already sacrificed much when he decided to run for governorand temporarily gave up his priestly ministry.

Besides, he said it will be damaging and demoralizing for priests to see the governor surrender after being ganged up on.

"I would want to see him do what he can in three years and show that there is indeed an upright way of governing a province, and then ask forre-instatement in the active priestly ministry after his term as governor. At the very least, he has already shown that much, much more income could be derived from the sand quarries of the province than had been collected orreported by his predecessor," he said.

On the other hand, he defended Panlilio's choice to run for governor, saying Pampanga at the time faced a "truly exceptional" case.

At the time, he said Pampanga was faced with the ugly and undesirable prospectof having to choose between the wife of an alleged jueteng lord and a "very inefficient" incumbent governor slapped with corruption charges.

Besides, he said Panlilio could not persuade anyone to run and turned out to be the only credible and winnable bet.

"It was only after much thought, and in consideration of the good of thepeople of Pampanga who needed to have a better alternative, that Among Ed finally decided to run for governor and eventually won," he said.

"He has tried to do his best, and at the same time, he has discouragedother priests from following his footsteps and also run for political posts. Heknows that his is an exceptional case, and as the need is especially urgent andgreat, it justified an exception to the rule.

For after all, in the Church, 'The salvation of the people is the supreme law,'" he said.

"Tuloy pa rin ang trabaho"

“Tuloy pa rin ang trabaho” – Gob. Panlilio

Group plants tree seedlings in schools

STO. TOMAS -- Embracing the morning sun with shovels and seedlings in hand, acivil society group here started a massive tree planting program targetingpublic secondary and elementary schools here the other day.

The group that calls itself "Kayapan at Pakamal Tamu Sto. Tomas"(Kayaptas) initiated tree planting in various schools of this town in line withits vision of becoming a "key partner and catalyst of comprehensivegrowth" in the Municipality of Sto. Tomas.

Kayaptas said they are responding to the threat of global warming and havecoordinated their efforts through networking with local government officials.

The group's objective here is to distribute and plant 50 trees likemahogany, narra and molave to each of the town's two public high schools andeight elementary schools.

The seedlings were given by the Community, Environment & Natural ResourcesOffice (Cenro).

The three schools that initially benefited from the project include SanBartolome Elementary School, Sto. Tomas Elementary and High School and SanVicente Elementary School.

Pampanga Governor Eddie Panlilio was guest of honor during the event. Rev. Fr.Ramon Torres, parish priest of Sto. Tomas Church, and the respective principalsand teachers of the schools, also took part in the project.

Kayaptas officers, led by its president, Melvin Calalang and members, came infull force. Sto. Tomas Vice Mayor Gloria Ronquillo and the Municipal Councilmembers and Barangay Captains of the three barangays were also present.

According to its vice president and spokesperson, Irwin Nucum, Kayaptas isactively involved in various programs and activities for the improvement of thecommunity in response to the call for good governance and responsiblecitizenship.

Nucum said: "It is one of our missions to participate directly in verysignificant undertakings and advocacies that will benefit not only our town butour entire province and nation as well, hence this noble tree planting. Westrongly believe in the cooling effect of trees through carbonsequestration."

Climate scientists believe that human-induced global deforestation isresponsible for 18 to 25 percent of global climate change. The United Nations,World Bank and other leading non-governmental organizations are encouragingreforestation and other projects that encourage tree planting to mitigate theeffects of climate change.

"Once fully grown, these trees will not only protect the school buildingsbut will also be a good form of investment. But the deeper fruit of the projectis the real 'pamisaupan' (cooperation) that was generated between thelocal government unit and its elected officials and the private sector includingthe local church. It's shared governance at its best," Nucum said.(IOF)

CITY OF SAN FERNANDO -- Members of the grassroots group Kasaup signified their support for Governor Eddie Panlilio and the "Cruzada" with their attendance at the Provincial Government's 25th commemoration ceremonies of Ninoy Aquino's death at the Benigno Hall on Thursday morning.

"We are (still) here. Governor Panlilio is not alone as others say. We are strongly supporting him and Provincial Administrator Vivian Dabu amid all these problems and accusations hurled at them," said the Kasaup leader, who requested anonymity for fear that future plans of the group to show their support for the capitol executives might fall into jeopardy.

"Kasaup," the leader said, "is the 'other civil society' deeply entrenched in the grassroots level. We are the umbrella of 17 other groups in 17 towns across Pampanga and a corps of hundreds of volunteers in barangays and villages. We are mainly responsible for bringing to the grassroots Governor Panlilio's programs in education, health and social services. We are volunteers upholding the values of the Crusade. We have been there since the very beginning of the Cruzada and we vow to carry on the work and deliver the provincial government's development programs to the people.

" The leader said Kasaup is a breakaway group of the Kapampangan Marangal Incorporated, which was formed when representatives from both parties "did not meet eye-to-eye" regarding some policies governing civil society.

"But we did not want to hamper the implementation of programs that will benefit people at the grassroots, that is why Kasaup was born," the leader said, adding that the group is cause-oriented and is not into political patronage.

"We have the lowest profile in doing our work. But we have the numbers. Our group is one of the largest during the campaign, and that number remains until now, if you base it on our July 5 congress held here in the capitol grounds. We are sure we could muster that number again in support of the governor," the leader said.

"Our Cruzada vow remains," he said, "so let's stick together." (JTD)
