Is There Hope For The Philippines?

Many are saying that the Republic of the Philippines is hopeless
in achieving its glory. The problem lies not only in its corrupt leaders
but also in its the citizenry who have been trapped in its highly unfair
and grossly defective system of government. Majority of its masses
will quickly ask "What's in this for me”? Indeed, a great number of
them will choose leaders who can pay higher for their votes or, can
give greater favors for their personal interests.

As a result of these massive vote-buying, those who have been placed
in power and authority will be in an advantageous position of amassing
ill-gotten wealth from the nation's coffers , make and maintain their own
private army as well as enjoy the support of equally corrupt military
personnel who are within their monthly payroll. To this end, these
traditional and corrupt politicians will remain powerful and influential,
stronger and far richer. What is worse is that they will continue abusing
the rights of the Filipino people, especially the poor and underprivileged.

Within the series of recent historical events, the winds of change coming
from the high heavens direct our sights to the parting of dark clouds and
the gloriously bright appearing of the heavenly sun, signalling Dawning of
a Bright Tomorrow for the Philippines! THE FOLLOWING EVENTS WILL SAY THERE IS STILL HOPE FOR OUR BELOVED COUNTRY THE PHILIPPINES:

1. Among Eddie T. Panlilio is a humble and charitable priest of
Pampanga. He had no money, influence and political machinery
to run for a public office. But, similar to David, Among Ed won over,
not one, but two (2) giants - Governor Lapid, a Quarry Lord and Lilia
Pineda, the wife of alleged Jueteng Lord Bong Pineda. These two
giants have great influence in Malacanang. Their influence is strongly
incomparable with many leaders and politicians in the province of
Pampanga. However, due to the people's awakening and unity in the
fight against graft and corruption and the Crusade For Good Governance,
Governor Ed Panlilio is now leading and administering Good Governance
in the province of Pampanga.

2. Grace Padaca of Isabela was an ordinary radio announcer. Like Governor
Ed Panlilio, she had no money, power and political machinery. However,
like Governor Ed Panlilio, her Honesty and Integrity, won for her two (2)
consecutive terms as Governor of Isabela over the Dy family who had
reigned in her province for more than 30 years.

3, KASAUP was organised last year of 2008. Kasaup is an organization of
Municipal based Civil Society in the province of Pampanga to strengthen
the Crusade for Good Governance and Responsible Citizenship. They are
composed of people who willingly offered and sacrificed their time, talent,
energy and personal resources without looking for personal gains but
rather, to attain their common dream and vision of a better and corrupt-free
society, starting with the province of Pampanga and ultimately,
encompassing the entire country of the Philippines.

4. Kaya Natin!, founded in early 2008, is a national movement for Genuine
Good Governance and Ethical Leadership. Panlilio, Padaca and Robredo
are its founding members together with Keh, Mayor Sonia Lorenzo of
San Isidro , Nueva Ecija, and Ifugao Gov. Teodoro Baguilat Jr. Against
all odds, this movement is undauntedly pursuing, promoting and espousing
Good Governance and Ethical Leadership throughout the country, starting
in schools and campuses. As of this present time, this movement which is
propelled by its Deep Love For Country Under Almighty God's Banner of
Truth, Equality and Justice For All, is growing by leaps and bounds.

5. Jesus is Lord and Bangon Pilipinas, under the benevolent leadership of
Bro. Eddie Villanueva are offering their 101% support to the one who be
the Standard Bearer for this Crusade of Good and Godly Governance in
the coming 2010 Presidential Election.

6. Although some CBCP top officials, elected government officials and
concerned citizens who believe that Moral and Ethical Leadership are
the real solution to our country’s problem of corruption and moral
deterioration, have announced their support if Chief Justice Reynaldo
Puno, the great majority of God-fearing and righteous Filipinos
throughout the world clamour for and unanimously prefer the
nomination and candidacy of Governor Eddie Panlilio to the highest
office of the land in the coming 2010 Presidential Election, to lead the
Filipino Nation under a just system of Good and Godly Governance,
a Noble Crusade which this Man of God started.

7. Our relatives and friends as well as nationals of other nations from abroad
who firmly believe in this Noble Crusade started by Governor Ed Panlilio,
especially those in developed countries, have the Great and Burning Desire
to Fully Support him because they are seeing the Sweet Fruits of Good
Governance being enjoyed by their loved ones and friends in the Philippines.
They believe that under a Fair and Just System of Godly and Good
Governance in the Philippines, the Filipinos will likewise enjoy a better quality of life,
complete health care benefits and secured retirement pays.

Indeed, a lot of Filipinos are absolutely fed up with hopelessness,
what with all the false, unfulfilled promises of corrupt and traditional
politicians. Which is why this Noble Crusade For Good Governance
and Ethical Leadership is growing tremendously.

Filipinos are Longing and Clamouring for REAL AND GENUINE
CHANGE in our political system. Anyone who believe in this Noble crusade, let us keep STRONG, UNITED AND GET INVOLVED because the key to our success lies on our WISE AND DISCERNING ATTITUDE in choosing our true and great leaders especially in 2010.

I have been receiving comments since we started this column. I have been reading them all too.

I really appreciate your comments. This gives me more perspective as i get to hear from you directly.

The comments also tell us that an even greater number of our Kabalens have a lot to say about what is happenning to our province. I know for a fact that it is very difficult to be heard. This is one of the concerns of KASAUP which led to this blogspot.

Recall Petitions vs Panlilio, 5 others approved

The Commission on Elections (Comelec) has approved six out of 28 petitions for the holding of recall elections against local elective officials for loss of confidence as provided for in Article 154 of Republic Act 7160 or the Local Government Code of 1991.

The Comelec, led by Chairman Jose A.R. Melo, found sufficient the petitions for the recall of Pampanga Gov. Eddie T. Panlilio, Sulu Gov. Abdusakur Tan, Mayor Isidro L. Hemedes Jr. of Cabuyao, Laguna, Mayor Rexito P. Bantayan of Mauban, Quezon, Mayor Gervasio A. Basbas of Matag-Ob, Leyte, and Vice Mayor Rossman Carry E. Uera of Pantabangan, Nueva Ecija.

Melo, in a letter to Rep. Junie E. Evangelista Cua, chairman of the Committee on Appropriations of the House of Representatives, asked Congress to appropriate R93,150,196.50 needed for the holding of recall elections against the abovementioned elective local officials.

He said unless the amount being requested is allocated, the Comelec cannot hold the recall elections as called for in the petitions because the amount appropriated in the 2008 national budget for the conduct of recall elections is only R5 million.

"Also, there are no funds for the same purpose allotted in the Comelec 2009 regular budget," Melo said in his letter to Cua.

The R93,150,196.50 needed for the conduct of recall elections in the five areas is broken down to R46,539,189 for Pampanga, R30,465,605 for Sulu, R6,649,715 for Cabuyao, R3,399,976 for Mauban, R3,152,700 for Matag-Ob, and R2,943,011 for Pantanbangan.

The petitioners for the holding of recall elections supported the Comelec request for the allocation of funds for the purpose. They asked that the funds be made available immediately so that recall elections can be held, noting that Section 161 of the Local Government Code prohibits the holding of recall polls one year immediately preceding a regular elections.

They said the May 10, 2010 elections are just a little over one year and three months away.
When recall elections are held, the officials sought to be recalled are automatically considered duly registered candidates and like other bets shall be entitled to be voted upon. Should the official who is the subject of recall election receives the highest number of votes, confidence in him is affirmed and he shall continue in office.

The petitions for the recall of Panlilio, Tan, Bantayan, Hemedes, Basbas and Uera were filed before the proper regional election directors in Pampanga, Sulu, Laguna, Quezon, Leyte and Nueva Ecija respectively by the preparatory recall assemblies in the areas where the officials sought to be recallled were elected.

In the province, the preparatory recall assembly is composed of all mayors, vice mayors and sanggunian members of component cities and municipalities. In a town, the assembly is composed of all punong barangay and sangguniang barangay members.
The petition for the holding of a recall election could also be initiated and filed by at least 25 percent of the total number of registered voters in the local government unit in which the local official sought to be recalled was elected.

Comelec records showed that none of the six petitions was initiated and filed by 25 percent of the registered voters in the affected locality.

LEARNING LESSONS

We all should do. It is good to know that the Provincial Board of Pampanga has basically approved the 1.1billion peso budget of the province for 2009. It is not as bad as 2008.

The other thing about the approved budget is the admission by Vice Governor Guiao that the PB is witholding approval to a few items on the submitted budget by the governor. The budget for the governor's office and BALAS are being witheld pending submission of other supporting documents by the governor's office.

The Vice Governor can use all the excuses he can to justify this. But he and the whole SP can no longer fool the discerning Kapampangans on the real reasons why these budget items are yet to be approved. This is all politics and even, to some extent, personal to them. Governor Panlilio can not and will not be forgiven by the SP because of the direction they are getting from the powers that be.

THE POLICE

There was a text message circulating the other week about the assignment of a new PNP Provincial Director for Pampanga. The message clearly shows who is wielding the baton in Pampanga.

THE PNP have been justifying the almost two years tenure of PDir Keith Singian as OIC for Pampanga. However, they always fail to mention that OIC's tenure must not exceeed a month period.

This is the very reason why anarchy almost always reigns in the Philippines. The organizations that are mandated by law to enforce laws are, sometimes, the first and worst violators. This is exacerbated by the fact that routine actions of government organizations, like the PNP, become extremely political in nature because of the dictates of the powers that be.

HELLO, HELLO!

We really do not hear from our brothers from the other civil society organizations in Pampanga. We also have not heard from the other leaders of the province; specially from the religious.

We are echoing the call of Chief Justice Puno for the church and civil society groups to maintain their vigilance in being a watchdog of our government specially the Executive and Legislative branches. We know for a fact that the judiciary, specially starting the term of former Chief Justice Panganiban and continuing at this time, has been cleaning its ranks of misfits. Now that the executive branch seem to be trying to exertr control of the judiciary, as it always does to the legislative, Filipinos must always be alert in thwarting such michiavellian efforts.

AS USUAL. . .

The national government did nothing about the storming of the governor's office by the protesting quarry truckers and some former BALAS personnel.

It is irrelevant who is sitting at the governor's office. The fact that it was stormed by protesters should have triggered a reaction from the president. The PRESIDENT IS HEAD OF ALL GOVERNMENT OFFICIALS, opposition or not. The President is the BOSS of both the PNP Chief and the Secretary of the Department of the Interior and Local Government. The PNP is in-charge of maintaining peace and order. It should not allow unlawful acts to happen, specially those that happen right in front of them. Unfortunately, they did just that when they allowed the anarchaic siege of the Pampanga Capitol last week. THE SIEGE WAS NOT JUST AN ASSAULT ON GOVERNOR PANLILIO, BUT THE VERY OFFICE THAT HE WAS TASKED BY THE KAPAMPANGANS TO REPRESENT. If the police can protect a President who is getting to be known as the most corrupt president of the country and whose term is questionable (because of election fraud as gleaned from the GARCI SCANDAL and more) because it is their duty to do so, the same protection should also be accorded to all other officials of our land.

He was never accused of graft and corruption. Yet the police never protected the office of the governor from the siege of the suddenly very daring quarry truckers and former BALAS personnel. WHERE WAS THIS DARING AND BRAVADO DURING THE TERM OF SOME FORMER PAMPANGA GOVERNORS WHO SEEMED TO HAVE CONVERTED THE PROVINCIAL QUARRY TREASURE INTO THEIR OWN PERSONAL BUSINESS ENTERPRISE?

These nincompoops in government are just providing additional fuel for the possible national candidacy of AMONG ED. One need not forget the protest votes generated by opposition senatoriables in the 2007 National Elections specially the case of Senator Trillanes.

Will Pampanga's loss be the Philippines' gain?

But I am digressing.

Let us all just allow the governor to work in peace and go back to doing his job without all of these unnecessary distractions.

We knew all along that he was sick; terribly sick. But everytime that we have important meetings, sick or not, he was there. When discussions drift into midnights and early mornings, he was there and throwing his golden cents worth. When he speaks, everybody listens.

When we need to act, rain or shine, able or not, he was there.

He was the anchor of KASAUP in the troubled seas of Pampanga politics. He was the rainbow of the municipal coordinators for every cloud that cover the sunshines of our advocacies.

KASAUP LOST AN IRREPLACEABLE GREAT PARTNER AND LEADER.

PAMPANGA LOST ONE OF THE BEST SONS SHE EVER HAD AND WILL EVER HAVE.

We grieve with the family and friends of Tang VIC.

We grieve for Pampanga.

We pray that Tang VIC is happier now that he can be with his beloved wife in the bossom and care of our FATHER.

We hope and pray that we can make him happier and prouder by continuing our advocacies for Good Governance and Responsible Citizenship.

STATEMENT OF PROTEST AGAINST THE ATTACK ON GOV. ED PANLILIO'S OFFICE AND SUPPORT FOR THE GOVERNOR AND HIS LEADERSHIP

STATEMENT OF PROTEST AGAINST THE ATTACK ON GOV. ED PANLILIO'S OFFICE AND SUPPORT FOR THE GOVERNOR AND HIS LEADERSHIP

We denounce in the strongest possible terms, the brazen and unlawful actions of the rallyists who attacked the office of the Governor of Pampanga and the policemen involved in the beating of Hon. Ed Panlilio's nephews on January 5, 2009.

The rallyists grossly disrespected and threatened the authority and person of the Office of the Provincial Governor and cast fear and anxiety on the people and employees at the Provincial Capitol who had been unnecessarily subjected to such a menacing act.

We also condemn in the same strong terms the Pampanga Provincial Command for its inaction and dereliction of duty during and after the attack. We support unequivocally Gov. Ed Panlilio's petition to relieve the officers, Col. Keith Singian and Col. Medina of their post and investigate their failure to come to the Governor's rescue during the attack and their apparent inaction on the repeated calls by the Governor to arrest the perpetrators after the incident.

We protest the lack of response from the Office of the President on this display of mob mentality by a politically motivated group. It's a crime that should not be taken lightly or go unpunished to avoid setting a bad precedent. President Arroyo should implement strong measures against the rallyists, the police force and the Sangguniang Panlalawigan on an apparent politically motivated collusion and intimidation perpetrated against the Honorable Governor Ed Panlilio.

We will not rest until we see that the erring parties mentioned are punished.
